The Union Public Service Commission (UPSC) has released a job notification on September 25, 2020. The UPSC recruitment notification is related to the filling up of 42 vacancies for various posts. As per the UPSC recruitment 2020, the posts are of Assistant Engineer, Foreman, Senior Scientific Assistant and various other posts. Assistant Engineer:

Two vacancies for the post of Assistant Engineer (Quality Assurance)[Engineering Equipments] in Directorate General of Quality Assurance,Department of Defence Production, Ministry of Defence (OBC-01,UR-01). 
The posts are suitable for Physically Challenged person with disability of Hard of Hearing(HH) or with Locomotor disability of One leg affected (R or L)(OL) or One arm affected (R or L)(OA) or Leprosy Cured (LC) or Dwarfism (DW) or Acid Attack Victims(AAV).

ESSENTIAL QUALIFICATIONS: 

(A) EDUCATIONAL: Bachelor’s Degree in Engineering or Technology in one of the disciplines viz. Mechanical, Electrical and Automobile from a recognized University or Institute. 

(B) EXPERIENCE: Two years experience in Quality Assurance activities in the fields of Mechanical or Electrical or Automobile from recognized organization or undertaking.

DUTIES: The Officer shall be responsible for quality assurance, acceptance, inspection of equipments, arms and ammunitions stores; defect investigation, trials, vetting of draft indents/agreements/supply orders, sampling plans, liaison with production units, removal of bottlenecks and suggesting methods of improvement of quality.

ESSENTIAL QUALIFICATIONS: 

(A) EDUCATIONAL: 

(i) A recognized MBBS degree qualification included in the First Schedule or Second Schedule or Part II of the Third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956 (102 of 1956). Holders of Educational qualifications included in Part II of the Third Schedule should also fulfill the conditions specified in sub-section (3) of section 13 of the Indian Medical Council Act, 1956 (102 of 1956). 

(ii) PostGraduate degree in the concerned speciality or super speciality mentioned in Section A of Schedule VI from recognized Teaching Institute i.e. Doctorate of Medicine (Clinical Haematology); or Diplomate National Board (Clinical Haematology); or Doctor of Medicine (Medicine) with two years’ special training in Clinical Haematology or Doctor of Medicine (Paediatrics) with two years’ special training in Clinical Haematology or Doctor of Medicine (Pathology) with two years’ special training in Clinical Haematology or Diplomate National Board (Medicine/ Paediatrics/Pathology) with two years’ special training in Clinical Haematology. 

(B) EXPERIENCE: At least three years’ teaching experience as Senior Resident or Tutor or Demonstrator or Registrar or Assistant Professor or Lecturer in the concerned Specialty or Super Specialty in a recognized teaching institution after obtaining the first Post Graduate degree.

NOTE:- I: Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) qualification of three years’ duration shall be counted towards requirement of teaching experience. 

NOTE:- II: Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) of five years’ duration shall be taken as three years for completion of post graduate degree and the last two years of the said Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) shall be counted towards requirement of teaching experience. 

NOTE:- III: Any Post Graduate Degree or Diploma awarded by any Indian Universities, included in or excluded from, the Schedules to Indian Medical Council Act, 1956 (102 of 1956), consequent to recognition granted or withdrawn by Government. of India as per provisions of the said Act shall be deemed to have been included or excluded accordingly from the Schedule-VI. 

NOTE:-IV: The Post Graduate Medical Qualifications awarded by Indian Universities, must have been included in the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) for the purpose of Schedule VI. 

NOTE:-V: DNB qualifications is subject to the provisions of the requirement prescribed in Minimum Qualifications for Teachers in Medical Institution (Amendment) Regulations 2012, amended Notification No.MCI-12(2)/2010-Med. Misc. dated 11.06.2012 or as amended from time to time. [Accordingly, the candidates holding DNB qualifications would need to get their qualification verified by NBE as to whether it is as per the requirement of the Gazette Notification No.MCI12(2)/2018-Med.Misc./142810 dated 31.10.2018 and upload such verification certificate along with the online application].

ANY OTHER CONDITIONS: The other conditions of service will be laid down in the CHS Rules, 2014, and other rules in force from time to time in particular; 

(a) Private practice of any kind what so ever shall not be allowed including any consultation and laboratory practice. 

(b) The candidate selected will, if so required shall be liable to serve in any Defence Service or post connected with the Defence of India, for a period not less than four years including the period spent in training, if any: Provided that such officer shall not (a) be required to serve as aforesaid after the expiry of ten years from the date of appointment or from the date of joining the service, (b) Ordinarily be required to serve as aforesaid after attaining the age of 45 years.

Specialist Grade III Assistant Professor (Immuno-Haematology and Blood Transfusion):

Five vacancies for the post of Specialist Grade III Assistant Professor (Immuno-Haematology and Blood Transfusion) Ministry of Health and Family Welfare (OBC-01,UR-04).

(B) EXPERIENCE: At least three years’ teaching experience as Senior Resident or Tutor or Demonstrator or Registrar or Assistant Professor or Lecturer in the concerned Specialty or Super Specialty in a recognized teaching institution after obtaining the first Post Graduate degree. 

NOTE: I: Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) qualification of three years’ duration shall be counted towards requirement of teaching experience. 

NOTE:- II: Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) of five years’ duration shall be taken as three years for completion of post graduate degree and the last two years of the said Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) shall be counted towards requirement of teaching experience. 

NOTE:- III: For recruitment to the post of Assistant Professors (Immuno-Haematology and Blood Transfusion), DM (Immunology) or MD (ImmunoHaematology & Blood Transfusion) or MD (Pathology/ Bacteriology/ Haematology) with at least three years’ experience in a recognized teaching hospital in Immuno-haematology and Blood Transfusion (Blood Banks) or in Pathology/ Bacteriology/ Haematology with two years’ experience or special training in Immuno-haematology and Blood Transfusion (Blood Bank) as a Lecturer or Tutor or Senior Resident or Demonstrator after the Post For Graduate Qualification in the speciality. 

NOTE:- IV: Any Post Graduate Degree or Diploma awarded by any Indian Universities, included in or excluded from, the Schedules to Indian Medical Council Act, 1956 (102 of 1956), consequent to recognition granted or withdrawn by Govt. of India as per provisions of the said Act shall be deemed to have been included or excluded accordingly from the Schedule-VI. 

NOTE:- V: The Post Graduate Medical Qualifications awarded by Indian Universities, must have been included in the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) for the purpose of Schedule VI. 

NOTE:- VI: DNB qualifications is subject to the provisions of the requirement prescribed in Minimum Qualifications for Teachers in Medical Institution (Amendment) Regulations 2012, amendment Notification No.MCI-12(2)/2010-Med. ESSENTIAL QUALIFICATIONS: 

(A) EDUCATIONAL: 

(i) A recognized MBBS degree qualification included in the First Schedule or Second Schedule or Part II of the Third Schedule (other than licentiate qualifications) to the Indian Medical Council Act, 1956 (102 of 1956). Holders of Educational qualifications included in Part II of the Third Schedule should also fulfill the conditions specified in sub-section (3) of section 13 of the Indian Medical Council Act, 1956 (102 of 1956). 

(ii) Post-Graduate degree in the concerned speciality or super-speciality mentioned in Section A of Schedule VI from recognized Teaching Institute i.e. Doctorate of Medicine (Neonatology); or Diplomate National Board (Neonatology) or Doctor of Medicine (Paediatrics) with two years special training in Neonatology or Diplomate National Board (Paediatrics) with two years special training in Neonatology. 

(B) EXPERIENCE: At least three years’ teaching experience as Senior Resident or Tutor or Demonstrator or Registrar or Assistant Professor or Lecturer in the concerned Specialty or Super Specialty in a recognized teaching institution after obtaining the first Post Graduate degree. 

NOTE:- I: Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) qualification of three years’ duration shall be counted towards requirement of teaching experience. 

NOTE:- II: Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) of five years’ duration shall be taken as three years for completion of post graduate degree and the last two years of the said Doctorate of Medicine (D.M.) or Magister Chirurgiae (M.Ch.) shall be counted towards requirement of teaching experience. 

NOTE:- III: Any Post Graduate Degree or Diploma awarded by any Indian Universities, included in or excluded from, the Schedules to Indian Medical Council Act, 1956 (102 of 1956), consequent to recognition granted or withdrawn by Government. of India as per provisions of the said Act shall be deemed to have been included or excluded accordingly from the Schedule-VI. 

NOTE:-IV: The Post Graduate Medical Qualifications awarded by Indian Universities, must have been included in the Schedules to the Indian Medical Council Act, 1956 (102 of 1956) for the purpose of Schedule VI. 

NOTE:-V: DNB qualifications is subject to the provisions of the requirement prescribed in Minimum Qualifications for Teachers in Medical Institution (Amendment) Regulations 2012, amended Notification No.MCI-12(2)/2010-Med. Misc. dated 11.06.2012 or as amended from time to time. [Accordingly, the candidates holding DNB qualifications would need to get their qualification verified by NBE as to whether it is as per the requirement of the Gazette Notification No.MCI-12(2)/2018-Med.Misc./142810 dated 31.10.2018 and upload such verification certificate along with the online application.] 

NOTE:-VI: Teaching experience in any other post like the post of General Duty Medical Officer or Medical Officer shall not be considered for eligibility purpose for recruitment to teaching posts.
